TAMPA - A 4-month-old baby was found dead on the shoulder of Interstate 275 this morning.

Investigators believe he was thrown from a car, and the man suspected of throwing him is still on the loose.

The baby, Emanuel Wesley Murray, was the son of 17-year-old Jasmine Bedwell of Tampa, who called police just after 3 a.m. to report a domestic dispute.

According to the Hillsborough County Sheriff's Office, Bedwell told officers that her ex-boyfriend, 22-year-old Richard McTear Jr., had come to her apartment on North 15th Street, where he argued with her and battered her and her infant son.

At one point during the fight, McTear threw the child to the concrete, according to the sheriff's office. McTear then took the baby and fled, investigators said.

A passer-by found the child's body next to the southbound lanes of Interstate 275 near Fowler Avenue. The child was pronounced dead at 4:30 a.m.

Investigators found the car McTear was driving at his home, 1601 River Cove. They are still looking for McTear.

All but one of the southbound lanes of Interstate 275 are closed at Fowler.

Man charged with first degree murder after tossing an infant onto I-275

A 21-year-old Tampa man is under arrest for allegedly beating his ex-girlfriend, dropping her 3-month-old on the concrete, then kidnapping the child and throwing the baby out of a car on I-275. According to a St. Pete Times report, Richard Anthony McTear Jr. was arrested this morning and charged with kidnapping, first-degree murder and battery, among other crimes.

Jasmine Bedwell, 17, McTear’s ex-girlfriend, told deputies that she and McTear had fought at her home at the Marbella Apartments, said Hillsborough County Sheriff's Office spokeswoman Debbie Carter. McTear attacked her and her 3-month-old son, Emanuel Wesley Murray, throwing the boy to the concrete, Carter said. McTear then took the baby and fled in a blue four-door Chevrolet Impala, Bedwell told deputies.

The baby was found early this morning on the southbound side of I-275 near Fowler Avenue and was pronounced dead at 4:30 a.m.

McTear has been arrested 17 times, state records show. He has prior convictions for resisting arrest without violence, cocaine and marijuana possession, trespassing, and aggravated fleeing to elude.

TAMPA, Fla. -- A 21-year-old man charged with throwing his ex-girlfriend's baby out of a car onto a Tampa highway has pleaded not guilty to first-degree murder and other charges.

Richard Anthony McTear Jr. appeared in court Wednesday morning. Prosecutors have 45 days to decide if they will seek the death penalty.

Prosecutors say McTear threw 4-month-old Emanuel Wesley Murray down on the concrete during an argument with his 17-year-old ex-girlfriend May 5.

Then, they say, he snatched up the infant and threw him out of the car on Interstate 275 north of downtown Tampa. The child's lifeless body was found on the roadside by a passing motorist.

McTear is not the child's father.

A mother wanted to know first-hand how sorry her former boyfriend was for killing her young son. Carmen Torres needed to hear his sincerity.

That's why authorities arranged an unusual meeting Wednesday between Torres and Edwin Gabriel Ramos, 22, in an interview room off an Orange County courtroom.

They spoke for an hour before Orange Circuit Court Judge Walter Komanski sentenced Ramos to 30 years in prison.

Torres decline to say anything in court or comment afterward, but prosecutor Candra Moore said the mother was satisfied that Ramos' remorse was sincere.

The meeting was part of a negotiated plea agreement. Ramos -- initially charged with fist-degree murder -- pleaded guilty to second-degree murder for the death of 21-month-old Kenny Torres.

Ramos faced life in prison, but Komanski followed the prosecutor's 30-year-sentence recommendation. Once released from prison, Ramos will be on supervised probation for 20 years and will not be allowed to baby sit children younger than 10 years old.

The couple's lives changed forever shortly after 9 a.m. on Sept. 5. Torres was at work and had asked Ramos to watch her son before taking him to day care.

Ramos got upset when the toddler tipped over a wastebasket, spilling a small amount of marijuanan, then did it again, "seemingly taunting Ramos," according to a police report.

Ramos told investigators he picked up Kenny by the throat and squeezed until the boy's face turned blue, the report said. Ramos then threw the child repeatedly onto a bed. Authorities ruled the child died from blunt-force trauma to his head.

Ramos said little in court before the judge sentenced him. He glanced over at Torres a few times but mostly held his head low.

Torres watched him as deputies fingerprinted him and escorted him out of the courtroom.

TAMPA — After pleading not guilty Wednesday in a Hillsborough courtroom, Richard Anthony McTear Jr. called out a message to the mother of the baby he is accused of killing.

"I love you, Jasmine!" McTear, 21, said loudly as courtroom deputies led him away.

It's unclear if Jasmine Bedwell, 17, heard him.

She had been in the courtroom earlier but left in tears. She soon returned, still crying among family when McTear called out.

Outside the courthouse, Bedwell was too upset to respond to questions about McTear's words. She collapsed in tears, throwing her purse and shoes to the ground and saying, "No, no, no."

Relatives attempting to comfort her declined to comment.

Authorities say McTear attacked Bedwell and her 3-month-old son, Emanuel Wesley Murray, throwing the baby onto concrete before kidnapping him and flinging his body from a car onto Interstate-275 in the early morning hours of May 5.

McTear, known to friends as Rico, is not the baby's father. He has been in custody without bail since his arrest.

More than a half-dozen courtroom deputies surrounded him Wednesday as he sat shackled, alone, in the jury box for his arraignment.

The day before the baby's death, Bedwell was scheduled to appear in court to seek a restraining order against McTear.

But she never showed.

In her request to the court, Bedwell said that McTear had violent tendencies, mental health problems and was armed and dangerous.

Assistant State Attorney Jalal Harb said prosecutors will decide in the next 45 days whether to seek the death penalty.

Hillsborough Circuit Judge Gregory Holder scheduled McTear's next court hearing for July 1.

In news that probably shouldn't come as a surprise to anyone, a Florida man who allegedly threw his former girlfriend's baby out from a moving vehicle has been charged with first-degree murder. CNN reported on the disturbing story of 21-year-old Richard Anthony McTear Jr., who was apparently not related to 3-month-old Emanuel Wesley Murray, and described the allegations as follows:

"Police had been called to his former girlfriend's apartment about 3:15 a.m. The mother, Jasmine Bedwell, 18, told investigators that McTear had hit her several times and threatened 'to kill the both of y'all,' the sheriff's department said in a statement announcing the charges.

McTear threw a car seat containing the child across the room during the fight, causing the boy to fall onto the apartment's concrete floor, investigators said. He then picked up the boy and drove off in his blue Chevrolet Impala, throwing the child out while on the interstate, the sheriff's department said."

The boy's body was found at around 4:30 a.m, and McTear was arrested a few hours later after a confrontation with police. McTear's statement to reporters regarding whether he had thrown the child out of his car was, "It's a dirty game. A dirty game." He later added, "I'm not a monster."

In addition to first-degree murder, McTear also faces charges of burglary with battery, felony battery, aggravated child abuse and kidnapping. Under Florida law, McTear could face the death penalty upon conviction. A jury may impose the death penalty upon consideration of aggravating and mitigating circumstances listed under the law. For example, a prior record can be an aggravating circumstance, as well as committing murder while engaging in certain other specified crimes, including kidnapping. The law also contemplates conduct that happens while someone is fleeing from committing certain crimes, including aggravated child abuse.

Once again no shocker here, but bond has been denied for McTear, with Judge Walter Heinrich saying, "Obviously, you won't be getting out of jail anytime soon."
